Over 65 Tax Freeze. The Southlake City Council authorized a property tax freeze for over-65 home owners. The freeze is effective for the 2004 property tax levy. The value of the property established by the appraisal district in 2004 will remain the value of the property for taxing purposes unless "an individual makes improvements to the individual's residence homestead, other than repairs and other than improvements required to comply with governmental requirements."
