City's FY 2011 Budget Deadline August 15th-
July Property Values Reported

The Tarrant County and Denton County Appraisal Districts have released their July “certified tax rolls” regarding the respective county’s property (ad valorem) taxes. These numbers are very important to Southlake’s FY 2011 proposed budget because they help determine revenue projections for the next fiscal year.

“Every year we prepare the budget document based in large part upon the July roll,” said Finance Director Sharen Jackson. “The July numbers are one of the final pieces of the puzzle. For planning purposes those numbers are the best prediction of property tax revenue which is the largest revenue stream for the City,” she added.

For the first time in several years Southlake property taxes (both Tarrant and Denton) were flat when comparing the July ’09 roll to the July ’10 roll. This leaves the property tax revenue projection for the FY 2011 budget up about $15,000 from last year.

Although important, property taxes are only part of Southlake’s yearly budget. By law, on August 15th, City Manager Shana Yelverton will submit a balanced budget for City Council consideration. That document will reflect any necessary budget adjustments to meet projected revenue from the City’s revenue streams.

The public is encouraged to get involved with the budget process. Public meetings will be held in August and September. Look to www.cityofsouthlake.com for complete budget filing dates and FY 2011 budget information.

Dove Trail Comes Closer to Completion

More trails will soon be a part of the Southlake landscape. At the July 20th meeting, the Southlake City Council approved monies for the construction of Dove Trail in the amount of $225,249.

The trail will run on the north side of Dove road, from Ridgecrest to Carroll Avenue. Construction began in May 2010 with the installation of the pedestrian bridge just east of Ridgecrest. Tree removal and utility relocation were completed in early July. Concrete installation is the next step required for completion. The City will work with Manning Concrete and will maximize taxpayer dollars by utilizing an interlocal agreement with the City of Grapevine. The total cost of the project is projected to be $426,031 with completion scheduled for mid-fall.

The monies come from the city’s capital improvement program. “This trail is an important addition to the City’s pathways system,” said Community Services Director Chris Tribble. More than 3500 linear feet of trail will be added providing for better and safer connectivity between Liberty Park and Carroll Middle School. We are looking forward to seeing the end result.”

Southlake To Join Interlocal SWAT Team

The City has made a two-year commitment to be part of an interlocal Special Weapons and Tactical Team (SWAT). “By joining forces with the Cities of Colleyville, Keller, Roanoke and Watauga, the City will take a regional approach to training and response, said Police Chief Robert Finn. “Further, the City will benefit by being better prepared for actual incidents, improving manpower at high risk scenes, and minimizing any financial impact on our community.”

Members of the City’s patrol unit (from all shifts) will join this interlocal team. The cost for training existing personnel and purchasing required equipment will be included in the FY 2011 CCPD budget in the amount of $9,016. Officers assigned to the team will utilize the City’s equipment during their training and in any actual event which will also help to minimize costs.

Any additional training beyond the initial SWAT school will be part of the Police services operating budget.  The item was approved 7-0 at the July 20, 2010 City Council meeting.

Fall 2010 Citizens Academy Registration is Open

The 2010 Citizens Academy starts September 7th!  Citizen's Academy is a program designed to provide members of the community a working knowledge of Southlake DPS. Classes meet once a week for 13 weeks.  Academy attendance increases awareness and dispels misconceptions about public safety. The program helps forge understanding between Southlake residents and public safety staff, often building lifelong relationships in the process. Citizens attending the academy learn about fire and police operations in Southlake through classroom discussions, and hands-on activities.

The left lane on westbound SH 114/121 between International Parkway and the Texan Trail on-ramp is currently closed until 6 a.m. Monday, July 26 for preventative maintenance work.  Expect delays when traveling in this area. 
 

 

 

 

Community Services Is Moving to Town Hall

The Community Services Department is packing up and moving to Town Hall! As of Monday, August 9, 2010 find us in the former Municipal Court offices on the second  floor of Southlake Town Hall - Suite 210.  The Community Center in Bicentennial Park will remain open to the public until Friday, August 6, 2010 at 5:00 p.m. At that time, we will be relocating to our new offices in Southlake Town Hall.

Beginning Monday, August 9, 2010, all in-person registration and facility rentals will be accepted at the new Town Hall Community Services / Parks and Recreation Administration offices Monday through Friday, 8:00 a.m. to 5:00 p.m. Relocating to Town Hall will help consolidate many of the city services already heavily utilized by residents including library, parks and recreation, utility billing, and more, in one central location. Additionally, the new offices will make it easy for patrons to register for their favorite recreational programs and activities while enjoying the ample shopping and dining opportunities that Southlake Town Square has to offer. For added convenience, customers may continue to register online at www.SouthlakeParksandRec.com and through the mail.

Peytonville Avenue Sidewalk Nearly Complete 

Just in time for the start of the new school year, construction of a new sidewalk on the west side of S. Peytonville Ave. from Chimney Works Drive to Continental Boulevard is almost complete. This will provide safer pedestrian access from the Chimney Hill neighborhood to the Carroll Elementary School. 

Once the sidewalk is complete two new crosswalks will be installed: one at the north end crossing Peytonville adjacent to Chimney Works Drive, and the other crossing Continental Boulevard adjacent to Carroll Elementary School.  The school zone entry sign presently located across from Chimney Works Drive will also be relocated farther north to include the new crosswalk on the north end of the school zone.

Emergency Signal Activated

The emergency signal for DPS Headquarters has been activated. The signals are located right in front of the firehouse on North Carroll and will remain green unless activated by Fire Department personnel in emergency situations.  Striping has also been added to North Carroll to aid drivers who must stop if the red light signal is activated.   

 

Runway 18R/36L Closure

DFW Airport has informed the City of a temporary runway closure that could affect Southlake's airspace. Runway 18R/36L is now closed for pavement maintenance until approximately the end of August. Runway 18R/36L is the western-most of the north/south oriented runways and is primarily an arrival runway. This short-term closure will push many of the airport's daily arrivals to other runways and Southlake residents may notice increased airline arrival noise.

City Receives Check from Oncor

The City of Southlake recently received a check for $7,571.16 from Oncor for its participation in the Take a Load Off, Texas Government Facilities Program. Under the direction of Facilities Manager Jeff Parrack, the City participates in this program designed to reduce energy consumption and promote energy efficiency in City buildings as part of the City's commitment to environmental stewardship. Name A City Park


The City of Southlake Parks and Recreation Department is seeking your suggestion(s) to name a new 19.5 acre park located northwest of the intersection of Ridgecrest Drive and Dove Road. The community park is in a pastoral setting, and when complete, will be heavily landscaped and include multi-use fields with concession building, restrooms, playground, pathways, pond and open space. The City guidelines for naming city parks or facilities specify that City parks:

  1. May be named for outstanding and/or predominate physical characteristics or ecological features of the land such as streams, lakes and creeks, landmark significance, historical significance, street name identity, a subdivision in which the park property is located, based on the activity, event or function if the park;
  2. May be named for any group or individual who has made exceptional contributions to the City. Examples of exceptional contributions may include, but no limited to, monetary, property, material contributions, service to the City, etc;
  3. May be named in honor of deceased local, state or national figure(s). There shall be a waiting period of one or more years prior to the naming of a park in honor of a deceased local, state or national figure(s). The renaming of a park facility, which has been previously named after an individual, is prohibited unless compelling circumstances arise whereby consideration to a change is appropriate;
  4. May not be given the same name as an existing school site, or public facility, except where the sites abut one another;
  5. Components or areas within a park or recreation facility may be given a name which is different than the park or recreation facility. Such components or areas may include, but not limited to, gardens, playgrounds, athletic fields, structures, and meeting rooms.

Bank Robbery Update

On Wednesday, July 07, 2010 at 2:13 p.m., the pictured suspect  robbed Providence Bank located at 325 East Southlake Blvd., Southlake, Texas. The suspect--a white male, early 40’s, 5’10”, 200 lbs., wearing a dark ball cap, dark sunglasses,  white T-shirt, khaki cargo shorts, and tennis shoes--entered the bank and handed the teller a note demanding cash.
