Environmental - Cross Connection Program

• Backflow Prevention Testers must be registered with the City of Southlake to install, test, or repair a backflow device. The City  ordinance regulating backflow prevention assembly testing is 699A.
• The Water Conservation Ordinance requires that all commercial irrigation systems be retrofitted with a rain/freeze sensor and to install the sensor on any new irrigation systems.  In addition, all commercial sites must also test the rain/freeze sensor annually at the time the backflow assembly is tested.  It is the intent of the City of Southlake that the backflow assembly tester shall test the rain/freeze sensor while testing the assembly.  The Texas Commission on Environmental Quality (TCEQ), however, cannot allow a backflow tester to also test the rain/freeze sensor unless the backflow assembly tester is a licensed irrigator.  Because of TCEQ's policy and the City of Southlake's decision that both be tested at the same time, only a person with both a backflow tester assembly license and an irrigation license may test an irrigation assembly.  What this means to you:  when you need an irrigation assembly to be tested, be sure to hire a tester with both licenses.

• Backflow Prevention Assembly Testers:
  • Rain/Freeze Sensor Test Form. If you are only testing a rain/freeze sensor, you may use this half-page form. This is not intended to replace the backflow assembly test form. If you are testing the rain/freeze sensor in conjunction with the backflow assembly, do not turn in separate forms. Reminder: only a licensed irrigator or plumber may test a rain/freeze sensor.
  • Backflow prevention assembly testers must register with Building Inspections as a Contractor at 1400 Main St., Suite 250. In addition, testers must fill out a Backflow Registration form and return this to Public Works at 1950 E. Continental Blvd, (817) 748-8082 (office), (817) 748-8103 (fax).
  • Please also note that test forms must now be purchased from Building Inspections at 1400 Main St, Ste 250. Booklets are $15 each. Forms must be turned in to Public Works at 1950 E. Continental Blvd, (817) 748-8082 (office), (817) 748-8103 (fax).
